So the image that I had previously was in my Skype cache so there seems to be a problem with the cache image getting updated too.

The resolution should be less than 96 x 96 pixel. The picture size should be less than 30 KB as per the default policy of a user. Have you check Thumbnail Attribute in AD like the following picture?
